HOT lanes are a hot topic in Northern Virginia. Since 2012, five High Occupancy Toll projects have been implemented or approved in the 95 and 66 corridors, with four of these being operated through public-private partnerships.
Allowing solo drivers to pay to use freer-flowing lanes, HOT lanes have passionate defenders — and equally hot detractors. What have we learned so far from Northern Virginia’s experiences with HOT lanes? Are they an effective solution to our region’s transportation problems?
